How to fill out the WH-347, column by column
The top of the form needs the project name, project or contract number, project location, wage determination number, certified payroll number (1 for your first week on the job, then in order), week ending date, and your business's legal name and address. Then, for each worker:
- 1A Worker entry no.
- Number each worker starting at 1. If one worker did two classifications in the same week, use the same number on both lines.
- 1B–1D Name
- Last name, first name, middle initial.
- 1E Identifying no.
- The last four digits of the Social Security number or an employee ID. Never the full SSN.
- 2 J or RA
- J for journeyworker, RA for a registered apprentice. Apprentices need their program listed on page 2.
- 3 Labor classification
- The classification for the work actually done, matching a line on the wage determination.
- 4 Hours each day
- Straight-time (ST) and overtime (OT) hours for each day of the week, with the dates.
- 5 Total hours
- The week's total ST and OT hours on this project.
- 6A Hourly rate paid
- The cash rate paid for ST, and for OT.
- 6B Fringe benefit credit
- The hourly credit you take for contributions to bona fide fringe plans, listed plan by plan on page 2.
- 6C Payment in lieu of fringe
- Fringe paid as cash on the paycheck instead of to a plan.
- 7A / 7B Gross
- Gross earned on this project, and gross for all work that week (they differ if the worker also worked other jobs).
- 8 Deductions
- Tax withholdings, FICA, and any other deduction, which must say what it's for.
- 9 Net pay
- What the worker actually took home for all work that week.
Page 2 is the Statement of Compliance. The person who paid or supervised paying the workers checks boxes 1, 2, 3 and 6, box 4 if anyone was paid as an apprentice, and box 5 with each plan's hourly credit if you claim fringe credits. Then they sign and date it.
Certified payroll questions
Who has to file certified payroll?
Contractors and subcontractors working on federal or federally assisted construction contracts covered by the Davis-Bacon and Related Acts (generally contracts over $2,000). Payroll is due every week you have workers on the job, to the contracting agency or to the prime contractor, who passes it on.
Do I have to use the WH-347 form?
No. The Department of Labor says the WH-347 itself is optional, but the weekly payroll information is required, and every payroll needs a signed Statement of Compliance with the same wording as page 2 of the WH-347. This builder prints that layout and wording.
What changed on the January 2025 WH-347?
The revised form adds a worker entry number, a journeyworker / registered apprentice column, the wage determination number, and splits fringe benefits into an hourly plan credit (6B) and cash paid in lieu of fringe (6C), with plan-by-plan credits on page 2.
Can I put the worker's full Social Security number on it?
No. Use an individual identifier such as the last four digits of the SSN. The builder flags a full SSN if you type one.
How is overtime paid on federal construction jobs?
On contracts over $100,000, the Contract Work Hours and Safety Standards Act requires time and a half of the basic rate for hours over 40 in the work week. Fringe benefits are owed on every hour but are not multiplied.
Where do I find the wage rates?
In the wage determination in your contract. Wage determinations are also posted on SAM.gov. Use the one (and modification) incorporated into your contract, not just the newest one.
Can I sign it electronically?
Yes, with a legally valid electronic signature. Photocopied or scanned signatures don't count.
Is my payroll data sent anywhere?
No. The payroll stays in your own browser so it's there next week. We only count anonymous totals, like how many payrolls were printed today. Clearing your browser data erases it, so keep the PDFs you send.
Does this file the payroll for me or give legal advice?
No. It fills out the form and checks the math. You review it, sign it and send it, and you're responsible for what it says. For questions about your contract, ask the contracting officer or the Wage and Hour Division (1-866-487-9243).
